They will state they go by RD but check what RD they have in their system, does not matter what RD you have in your receipt.
May be it is an issue for transfer cases only where initially RD was issued by another service center say VSC and then case was transferred to TSC and TSC is using RD the date when they got the case. At least that is case for my app they told me. My lawyer is following up and if they don't fix it i Plan on using Congressman, Senator etc even a law suit as it is ridiculous that TSC sen the app to VSC for data entry and is not willing to honor the RD which VSC entered.

I think the court acknowledge Mr.Khanna's plea as 'noble' but little could be done because of bearaucracy and unknowns!
But we here are asking for the numbers (which USCIS should have) and the details of the process USCIS is already following.

My wife got her name changed on the passport last week from the DC embassy. Her original Indian passport had only her first name and her last name was blank. Her US documents (Visa, SSN, Drivers License, etc) had her name as <first_name> FNU (Family Name Unknown). For a passport name change, the Indian Embassy requires you to:
1. Create an Affidivate in India saying that the name needs to be changed from <first_name> <blank> to <first_name> <last_name>.
2. Publish the name change in a national newspaper.
3. Publish the name change in a local US newspaper.
Along with the name change application, you have to submit the original affidivate, the paper clipings of the Indian newspaper and the local US newspaper.
Alternatively, if you have a marriage certificate and the marriage certificate lists your name as <first_name> <last_name> rather than <first_name> <blank> (as on your passport), you do not need the affidivate and a copy of the marriage certificate is sufficient.
The renew/change-passport-by-mail service that the indian embassy provides will take 10-12 business days (excluding Indian public holidays :) ). If you go in person to the consulate/embassy you can get your passport back within 3-5 days.

No doubt this is a great idea and also as newbie2020 suggests no point of wasting time and loosing the current tempo and massive support of IV members on this regard.
Would like to request all, is it possible to change the bridge schedule a bit to 9.00 or 9.30 PM EST so that it would be easier to participate for people who are in Pacific Time Zone? If most people have difficulty in doing that, lets move forward with the current schedule.

The petition looks great! I'm languishing in the queue since March 02 (PD early 2002). No IO is willing to listen to anything about my case. Sometimes I hink we should meet up with USCIS director and explain how unfair the whole system works and how individual cases have suffered!

i think v r f'ed up big time; part of the problem was setting our hopes higher.
on another note, if some ppl call this a rumor, I would say this is US and "almost all" rumors in US are true.

Someone gave me a "red" with totally unjustified reason. Initially I was upset - and I complained about it - found that he gave me more reds with similar comment from multiple userids (because one userid can't give multiple green/red to the same post). And this guy is doing at weird times ..like 5 in the morning (so psyco is the right description ... now I am sure he is going to given couple of reds to me :D )
After rethinking - now I don't care much about reds - someone is just pissed off, jealous or having fun ... red might make us (and our posts) look less reliable ... however I decided to keep my blood-pressure low and psyco's high :D ..so go ahead psyco - add more reds !!
