don't have access to the raw data. I have spoken with personnel in the Visa Office and they have been unwilling to give out precise numbers. Rather, they have used phrases like "limited numbers" and "handful of numbers" to describe the situation.
I believe these assessments to be accurate. I base this belief on the certain knowledge that the CIS has more than enough pending China and India and India E2 cases to use up the remaining quota without having to advance cutoff dates at all.
If the CIS were processing enough cases to close out the quota, there would be absolutely need for the Visa Office to advance cutoff dates. Advancing cutoff dates if the CIS were processing enough cases to use up the quota would only result in more cases being filed than could be accommodated. There would be no point in doing this and, in fact, it would be contrary to established procedure. The only possible reason for advancing cutoff dates under present circumstances would be to allow consular posts to adjudicate more cases from their inventories.
Does this mean that the CIS is not going to approve any China or India E2 cases? Of course they will? They are a big agency and they are always adjudicating some cases. There is a difference, however, between adjudicating some cases and adjudicating a large number of cases. If they were adjudicating more than a few cases, or even likely to adjudicate more than a few cases, the VO would not have advanced cutoff dates. Doing so would have been positively harmful. The fact that VO did advance priority dates is the best evidence that the CIS is not processing enough cases to exhaust the quota.
The best evidence of this will be the establishment of the cutoff dates for the October Visa Bulletin. If the cutoff dates remain where they are, then that will be evidence that there are plenty of E2 numbers available for China and India. I have no words for people in this forum, suggesting the person to just be quite and not report about that nanny who has harmed a child who is just 8 months old...it is very sad, sickening, and shocking that a majority of you guys are giving such bad suggestion.

If the child is harmed and you have the proof, man!!!! I would not be discussing that on this forum, but would go straight to the police station and give the complaint and protect my child and scores of other child who might be next if that nanny is not booked by the authorities.
She has advertised in a web site. It not going to be a big crime if you unknowingly hire someone who happens to be not authorized to work. At most its a misdemeanor with a fine.

Giving GC to STEM graduates is not the right way. If US needs to keep these educated people in US then US needs to make sure these educated people get an H1B without any issues and then they are on the path to GC like everyone else because H1B is a dual intenet visa. Jumping from a F1 visa to a GC visa is not correct as F1 visa is not a immigration intenet visa

What they are saying not jealous. According INA priority date in case substitution is the day I-140 is applied. Somehow the original labor date was assigned as priority date . This might be an error but is causing problems and Inconvenience and injustice to some innocent people. You can call it as jealousy. That is alright but they have an issue which they need to fight. However small number may be it can benefit these guys.
If you do not support them that is OK. The moment you start using the word jealous, anti-immigrant etc. it stops the discussion.
I also looked around for subLC, could not get one and had the same state of mind. I was not willing to take risk for it, like leaving my current job etc. so I know first hand the exact state of mind.

Dude, This is not a project with expected Go-live date... We are investing for ourself. Do you think any law firm or org in this country can do that... If so we will be in different shape.
I support what seahawk mentioned, in last 1 year i requested all my friends, relatives to join or support IV. I see only limited number doing that... but when issues come up they need a solution. But i will keep on trying... Its a sad reality.

This is best at ppl things narrow minded , since you are EB2 you want to have this.. EB3 can port to EB2 then EB3 will never get spillovers.. and if you have latest PD you might get in to this issue... So prepare now for another admin fix. shouldnt we stop looking at bigger picture and start only on the smaller things like this ? Can you support with numbers how EB2 can get line cleared ? If that is true then there is no need of Recapture... becoz when EB2 goes current all numbers flow to EB3.
As gc_check explained, all EB2 with PD<2007/7 will get the green card 2 years earlier if this can be fixed. I do not understand why IV can not discuss it with USCIS.
